Upon Arrival at the Airport
If you are an oleh chadash, you will receive part of your Sal Klita – סל קליטה – the absorption basket of financial assistance, at the airport. Then additional payments are paid directly into your bank account.
As an oleh chadash you will also receive your Teudat Oleh – תעודת עולה – immigrant booklet and Teudat Zehut – תעודת זהות – temporary identity card
You will register for basic Health Insurance
You will receive the authorization to open a bank account
Within the 1st week
In order to receive financial benefits, Olim need to open a bank account shortly after arrival. Check here how to do it.
Schedule a meeting with Misrad HaKlita in order to understand your rights and benefits as a new Israeli citizen. Check here how to do it.
If you haven’t done so at the airport, register for basic Health Insurance at the postal bank (small fee). Sign up at the Kupah of your choice. Check here how to do it.
If you haven’t received one at the airport, apply for your temporary Teudat Zehut at Misrad HaPnim (Ministry of Interior).

Within Three Months
You need to obtain a biometric Teudat Zehut at Misrad HaPnim.
You will receive automatic acquisition of Israeli citizenship unless declined via the ARLI process (for those countries that do not allow dual citizenship).
After Eight months
Begin period of eligibility for Rent Subsidy, if you do not own a residence.
After 12 months
You are no longer allowed to drive on a foreign driver’s license.
If you are between 18 and 22 years old you need to enlist in the Israel Defense Forces (IDF).
18 months
End of first period of Income Tax Reduction benefit, 3 additional credit points.
Within 24 months
You need to claim your Arnona – municipal real estate tax discount.
30 months
End of second period of Income Tax Reduction benefit, 2 additional tax credit points.
Within Three years
End of period of university scholarship for Olim Chadashim.
Olim may convert their valid foreign driver’s license for an Israeli license.
End of period of Customs exemption on imported goods.
Three and half years
End of third and final period of Income Tax Reduction benefit, 1 additional credit point.
Five years
End of Oleh Rent Subsidy.
Seven years
End of reduction on Mas Rechisha (real estate transfer fee) for the purchasing of a home.
Within 10 years
Tax exemption for non-Israeli-sourced income and capital gains.
Within 15 years
End of Mortgage Rights for the purchase of your first home in Israel
