Israel has unveiled a significant new tax reform aimed at encouraging Aliyah and attracting skilled professionals from abroad. Beginning in 2026, new immigrants (Olim) and returning residents will benefit from a 0% income tax rate during their first two years in the country. This generous exemption is part of a broader strategy to make Israel more competitive and appealing compared to Western countries, where tax burdens have grown heavier.

The reform also outlines a gradual increase in tax obligations after the initial exemption period, with rates rising slowly over the following three years. In addition, returning residents will be eligible for the benefit only if they have been living outside Israel for at least ten consecutive years, ensuring the incentive targets those truly re-establishing themselves in the country.

According to Finance Minister Bezalel Smotrich and the Ministry of Immigration and Absorption, the initiative reflects a “Zionist, social, and economic revolution”, intended to strengthen Israel’s social fabric, enhance its human capital, and support the integration of newcomers. The plan is also presented as a response to rising antisemitism and tougher economic conditions abroad, making Aliyah a more attractive long-term option.

The article notes broad interest among organizations supporting immigration, such as Nefesh B’Nefesh, which emphasize the potential economic and demographic benefits of this reform. As global economic challenges persist, Israeli officials believe that reducing the financial burden on Olim will significantly help new arrivals build stable and productive lives in Israel.
