Paying insurance premiums to Bituach Leumi (National Insurance Institute) 💰
What, how much, and how? Here’s the guide that will get you sorted.

📜By law, all residents of Israel have “National Insurance” (social) and health insurance and must pay Bituach Leumi/National Insurance premiums and health insurance premiums to the Bituach Leumi every month.

👨‍👩‍👧 Bituach Leumi ensures your entitlement to receive benefits from Bituach Leumi if necessary (children’s benefits, senior citizen benefits, income support, unemployment benefits, disability benefits, and more).

🏥Health insurance provides entitlement to receive health services from health funds.

👤Who is required to pay?
Any resident aged 18 and over.

🆓Exemption from payment
Certain populations are exempt from paying Bituach Leumi or health insurance premiums, or both. Details on the Bituach Leumi website.

Exemption for new olim
▪️ Olim who do not work, and do not have non-work income exceeding 688 NIS (as of today) (absorption basket not taken into account), are exempt from Bituach Leumi contributions in the first 12 months after Aliyah and from health insurance contributions in the first 6 months following Aliyah. Those who receive income support from the Ministry of Aliyah and Integration in the second half of the first year are exempt from health insurance contributions during these months as well.
▪️ A man who made Aliyah over the age of 62 and a woman who made Aliyah past retirement age are exempt from Bituach Leumi contributions, but are required to pay health insurance contributions.

💸How much do you pay?
The amounts of Bituach Leumi contributions and health insurance contributions are not fixed. They are calculated based on the amount of total income and according to the insurance status (employee, self-employed, or not employed).

💳How do you pay?
▪️ Employees – the employer pays (part at their own expense and part deducted from the employee’s salary)
▪️ Self-employed and those who do not work – the insured person pays directly to Bituach Leumi
▪️ Recipients of a senior citizen’s pension – health insurance contributions are deducted from the pension (exempt from Bituach Leumi contributions).
Additional cases – on the website.

✈️Staying abroad
Even while staying abroad, Bituach Leumi contributions and health insurance contributions must be paid to Bituach Leumi in order to maintain the rights to receive health services and benefits.
Anyone who resides in a treaty country and pays Bituach Leumi contributions to it, only needs to pay the Bituach Leumi health insurance contributions.
